I'm afraid that is not the case. The 5 criteria are local to 802 and
don't form any part of what RevCom looks at in order to finally approve
the standard. The final arbiter of whether the 5 criteria have been met,
and whether any variance is justified, is the 802 Exec, not 802.20. So if
you (802.20) decide that a variance is necessary/desirable, it is the 802
Exec you will need to convince.
