We agree with your definition, except we believe the last sentence contradicts the second to the last sentence. We prefer to keep the second to last sentence and to delete the last sentence.

Here is a draft definition of SimpleIP, as I agreed to define last night.  I took the definition (it was a paragraph) in IS-835, and edited it slightly to remove the term PDSN, and to make it into a definition.

Any comments?

Simple IP: A service in which the Mobile Station is assigned a dynamic IP address from the local
IP subnetwork and is provided IP routing service by a service provider network. The Mobile Station retains its IP address as long as it is served by a radio network which has connectivity to the address assigning IP subnetwork. There is no IP address mobility beyond this subnetwork.
