[802-20-GENERAL:] Teleconferences and the 802.20 P&P



Arnie & others -- I was on vacation last week and missed the 802.20 IMT Advanced Conference call.    I received the meeting notice Tuesday evening (3/27) for a meeting Wed afternoon (3/28). 
 
I'm not sure if you consider these teleconferences as Interim Sessions - or some Task Group Teleconference session.  In either case, I believe the meetings are in violation of the 802.20 P&P and I personally do not support holding meetings with only an 18 hour notice.
 
These meetings appear to be Interim Sessions and they would need to have been discussed, approved, and scheduled at the March meeting in Orlando.  Which did not happen.  Extracting from the 802.20 P&P:
 
2.8.2        Interim Sessions

Interim sessions of the WG, TGs, SGs and/or SCs are scheduled by the respective groups no later than the end of the prior plenary meeting. There is no standing schedule for interim sessions; however typically a WG interim session is held between 802 plenary sessions. Other interim sessions may be scheduled as needed to conduct business of the WG, TGs, SGs and/or SCs. The date, time, and place of the session(s) must be approved by the WG. Interim sessions shall be announced at the final WG Plenary meeting and entered in the minutes of the meeting.

The 802.20 P&P also allows for creation of Task Groups - which can then hold teleconferences with a 10 day advanced notice.  I don't recall any Task Group being formed in Orlando, so this does not seem to be appropriate.
 
3.6.3        TeleConferences

Teleconferences are a means to prepare input for sessions provided that the teleconference date, time, agenda, and arrangements are announced 10 calendar days prior to the teleconference date and that the minutes (Agenda, List of Attendees, and proceedings) are kept and published as WG documents within 7 days of the teleconference.  Teleconferences may not be held more frequently than weekly.

Arnie - I agree these meetings are important; however, I also believe it is even more important to adhere to process and rules.  I would request that as a minimum - the meeting scheduled for tomorrow (which was scheduled on Sat - March 31) be cancelled and you send a NEW notice and provide at least a 10 day notice (even this is not complying w/ the P&P; however, I can appreciate the need to make progress).  I truly am opposed to scheduling meetings on such short notice and not complying with the approved processed to govern 802.20.
