I have missed the last few meetings, but have been trying to keep abreast of the group’s progress by following the minutes. I note in the current practice letter ballot that there is a motion presented “Move to forward Draft 0.1M of IEEE 802.20 to Working Group letter ballot.”
In looking through the minutes, I cannot find any discussion of this motion. Also, I cannot find in the minutes who made the motion and who seconded the motion. If it is actually there, would someone please provide a pointer to this?
If it was not discussed, I question the propriety of this motion, because there is no mover, no seconder, and no opportunity for discussion.
Something as important as approving a draft for letter ballot should be a topic for a working group plenary meeting. The results of the practice letter ballot should be brought before the working group and thoroughly discussed. This is especially true when there are issues with the traceability of parts of the draft.
