Subject: Funding the JTC 1 Program
The IEEE-SA Board of (BoG) met last week and discussed the subject of JTC 1
Program Funding per your letter of late last year. Mr. Bob Pritchard
provided
very useful background information on the overall status and direction(s)
regarding JTC 1 funding matters.
You asked two specific questions (they were strategic ones hence the BoG
addressed them rather than the Standards Board) in your correspondence. Both
were discussed under agenda item 12.2 on 14 February.
First, the IEEE does indeed see benefit in JTC 1 participation and hence we
support the IPF process on what we term a "sectoral" basis. A motion was
passed to that effect which reads in part as follows, "..the BoG feels that
based on sectoral interests in JTC 1, IEEE has an ongoing interest in
several
activities and, to that extent, there is an obligation to provide reasonable
financial support". Further consideration ought to be given to what is
reasonable and what specific sectors continue (or emerge as new areas) to be
of interest to IEEE. While IEEE 802 may have reached certain conclusions
this
same conclusion need not apply to all other areas.
Second, a further discussion on IPF funding for the year 2000 resulted in
additional action. A motion was passed that states in part; "…given the
exceptional circumstances associated with the JTC 1 request (to fulfill the
IEEE 802 commitment for the year 2000), the BoG approves making up to a
maximum of a $27,000 contribution to the JTC 1 TAG on an exception basis for
the year 2000."
The BoG feels that these actions address your specific requests to
ameliorate
the sudden drop in revenue and set the stage for further consideration on
related funding matters.
