RE: [802SEC] REFLECTOR SPAMMING

There's no need to make life quite that complex - the moderator can simply 
forward the bounced message to the list under his/her own signature, 
without having to mess with the list settings.

I don't see a problem with the delay aspect either - if the sender isn't an 
approved member of the list & wants faster service, then they can always 
request a list member to send the message on their behalf. No reason at all 
why Bob (or whoever else is moderating the list) should feel the need to 
offer an instant approval service.
