When you boil down all this discussion, I think it's worth considering
again the way we do this in 802.16. It's really not as complicated as you
might think. For example, this is entire the deadline statement for a current
ballot:
See: no reference to times or time zones. No "midnight", no "11:59", no
"Y", no "IDLW", no "UTC-12", no "GMT", no "Howland Island".
If you click the date, you get a web page that gives you the specific
date and time of the deadline in every major city. This link is trivial to
program. It's not necessary to include this link, but people appreciate
it.
If you click the date, you get a static web page that defines AOE and
lets people easily figure out their local time at the deadline. It also has
some informative geography, for educational and entertainment purposes. I've
updated that page a bit following our discussions.

I agree that some people will wonder if it
is not specified. I suggest that it should be specified as "11:59 PM IDLW
(UTC-12)". I believe that Y (or Yankee) is used only by the
military.

I agree that it's simplest to not quote a
time on the ballot announcement, but I do think there needs to be a rule or
procedure documenting the default deadline time so that there is no
ambiguity. It's not enough to just give people the benefit of the doubt;
sometimes, they don't want to have any doubt.
Also, Fiji won't work because it's on the
west side of the date line. You need the time zone just to the east of the
date line. It's known as "Y", "IDLW" ("International Date Line West"), or
UTC-12
