Disapprove.

What we have works well enough at the moment I'd prefer not to make
additional investments at this time.  I feel like we are as likely to
wind up with something worse as better.

Pat, 

The rationale is multifaceted.  

1. The CD-ROM is one more physical item that the meeting planners need
to transport to the meeting site.  Electronic distribution will not have
this issue.

2. The CD-ROM is produced in a fixed quantity.  In a few years it has
run out before the next edition was available, leaving many attendees
with the right to it empty handed.  In other years there have been a
large number of extras after it was obsolete.  Electronic distribution
will not have either of these problems.

3. The CD-ROM is out of date by at least a couple months on the first
day of its distribution.  Electronic distribution will not have this
problem.

4. The CD-ROM is out of date by nearly a year at the third plenary of
its distribution.  Electronic distribution will not have this problem.

5. Even though working group members may be provided the opportunity to
download their own newly published document, participants in other
working groups do not have this same opportunity, occasionally resulting
in coordination problems that could have been avoided were the documents
available to all.  This is exacerbated by the lengthening time before a
document is available through the Get IEEE 802 program and the lead time
of as much as a year before availability on the CD-ROM.  Electronic
distribution will not have this problem.

6. I have contacted Verilan to get the data on the headroom we have had
on the internet connection for our last three sessions.  I have also
asked them about other technical solutions that might be able to
mitigate the additional load on the internet connection.

7. The capacity available on the local network, i.e., at any Ethernet
port or access point, is generally sufficient to support several times
the current demand.

To summarize, the advantages to electronic distribution are it takes no
space to ship, is available in exactly the right quantity, is always
current, is available to all participants, and can be made available
without significant impact to our network.

I don't understand why we would want to do this instead of distributing
CD-ROMs. It looks worse. The network is loaded enough during meetings,
we don't need to create extra load. Depending on 4, we may each
individually need to burn our own CD ROM (and not all of us have burners
in our laptops). That it might be updated at each plenary doesn't
outweigh the negatives.

I'm not casting a vote yet - waiting to hear the rationale.

A few comments on the topic of this motion.

1. I have worked with Karen and, through her, with the rest of the IEEE
staff.  

2. The only way that staff will allow the electronic distribution is if
it is done from IEEE servers.  

3. The material will be identical to that which could be provided on a
CD-ROM, with the addition that it can be updated to include new
documents published after a CD-ROM is produced, i.e., there could be new
material available at each plenary session.

4. The format is still TBD.  It could be provided in a single, burnable
CD-ROM image that contains all the material and would be accessible only
once burned to a CD-R.  Alternatively, it could be provided in the
web-like form that is currently used on the CD-ROMs.  The alternative
format would allow download of single documents.

5. The registrant database would need to be made available to IEEE for
user authentication during the period that the downloads are available.

6. Since the material would be available only from IEEE servers, it
would require using the internet connection for the download.  This
might be able to be mitigated by local caching.
