[802SEC] IEEE 802.18 IMT-Advanced Review Process

Dear EC,

At Monday's EC opening plenary 802.18 presented the IMT-Advanced Review
Process that had been developed at the September wireless interim.
During PM2 on 11/11/08 802.18 met and updated that process. Other
interested WGs were in attendance. This review and update was foreseen
during the September session since certain ITU-R WP5D dates that impact
milestones in the submission process for IMT-Advanced proposals were
still under discussion within ITU-R. Yesterday in Geneva ITU-R SG5
confirmed those dates. 

Also anticipated during the September session was that at this meeting
802.18 would consider changing the deadlines for submissions to 802.18
by participating IEEE 802 WGs. That has been done.

Please note that on Slide 9 there is a reference to interested WGs
furnishing a statement of intent to submit an IMT-Advanced proposal for
802.18 review. I would encourage groups interested in providing
IMT-Advanced proposals to discuss that in their groups this week.
Furnishing a statement of intent does not mandate that a WG would
actually make a submission. It serves as a planning tool to 802.18
regarding expected work load.

This document will be submitted to 802.18 for final approval during PM1
on Thursday. 

It is the 802.18's intention to submit this document and the
IMT-Advanced Review process it establishes to the EC for approval during
Friday's closing EC meeting.

Also agreed in 802.18 was a method for ensuring timely approvals of the
final and possible other informational inputs on IMT-Advanced to ITU-R
WP5D. It was felt that the most effective method would be for the EC to
delegate the approval authority for all such inputs during the January -
October 2009 time frame to 802.18. Informational submissions would be
approved during the January and May 802.18 interims while the final
submission would be approved during the September interim.
