Hi, folks.

The email below from FDA is ricocheting around without any resolution. The FCC is holding a joint meeting with the FDA: http://www.fda.gov/MedicalDevices/NewsEvents/WorkshopsConferences/ucm215046.htm "Converged Communications and Health Care Devices; Impact on Regulation"

The topic is uber-broad, and may include homecare, ambulance/emergency communications, personal/wearable medical devices, and who knows what else. My impression is that the FDA broadband initiatives that Al Gore helped fund with the $1.50 cell phone taxes -- and the broadband sell-off FCC is running wrt the vacant analog channels post-DTV changeover - is bringing a groundswell of interest (and some soul searching by FDA for "good cause" and a high moral ground for the huge funding involved.)

e.g., in the US, FCC has released Broadband Strategy this spring with a telehealth component, and FDA has jumped in to insist that personal health risks also be considered in whatever funding/build-out occurs http://fcw.com/articles/2010/05/24/feat-telehealth-box.aspx.

The FDA is asking IEEE to suggest a "possible panel contributor from the standards area in the session concerning EMC" Whoever comes should be comfortable talking about IEEE telecom standards broadly, and should probably show some sensitivity to the various trade-offs that frequency, bandwidth, encoding, encryption, etc, have with each other.

The meeting is in Washington, DC, and is only 1 week from now. I will be on the opening panel speaking about "Future Opportunities and Lessons Learned," but have no real insight as to the whole agenda. I am under the impression that FCC and FDA have invited a large number of experts, and there is so much material to cover that the dialog may be a bit chaotic.

Still, this meeting IS the place to be if you have any interest in health-related applications that Internet, broadband, cellular, and other wireless modalities can support. I cannot really tell you if it is worth major travel expenses to anyone who does not have strong industry ties/interests, though. On the other hand, the person MUST be able to represent her/himself as credibly representing IEEE at this FCC-FDA meeting, and she/he had better carefully avoid any self- or company-serving promotion.

Both of these FDA leaders should be contacted ASAP by an appropriately interested/qualified IEEE expert:

Sorry for the short fuse, and the vague information. It's not my party!

Hope you can help out is some way so that IEEE has a "voice" at this meeting.

Regarding standards, IEEE is a different organization than where Tom is. Elliot may have a lead on a good standards person. Perhaps Todd Cooper?

I am working as part of the planning group for the upcoming FDA FCC Broadband Workshop that is scheduled for July 26 and 27 here in DC. We are working hard to put together the list of panelists for this event, in today's planning meeting we discussed a possible panel contributor from the standards area in the session concerning EMC. I was asked to make contact to see if you intend to attend the workshop and gauge the interest by IEEE to participate in this event. The primary coordinator here at FDA is Bakul Patel 301/ 796-5528, so if you have an interest in discussing this workshop or your (or someone from IEEE) possible participation in the workshop session on EMC please contact Bakul. He is the primary coordinator fro FDA and he will be able to quickly gather the required information to assess the way in which IEEE might best participate in the conference.
