[802SEC] Conditional approval report for IEEE 802.15.7 to RevCom

Below are the results from the final recirc of the 15.7 draft.

36 comments were received from one approve voter ( https://mentor.ieee.org/802.15/dcn/11/15-11-0379-02-0007-sponsor-ballot-4-comments.xls). There were no new disapprove comments or voters. No changes were made to draft. The only remaining disapprove comments are from a previous ballot. These have all been recirculated without additional comment.

Per the conditional approval obtained in Singapore, the draft has been forwarded to RevCom for consideration at the June 2011 meeting.
