Adrian,
Thank you for the feedback.  For #3 the change was requested by staff and 
other users who link the documents to an agenda.  Currently if the 
document changes/revised/deleted and replaced then the url changes. 
Therefore, the agenda then needs to be updated with the new link and 
recirculated to the meeting attendees.

Change #3 allows for the "replacement" of a document without changing the 
url.

I hope this is clearer.

Regarding item 1.   In 802.11,  we create our own unique (within a ballot 
sequence) number that is short enough
to be memorable.  It's usually something like (ballot-number x 1000 + 
index number from Imat).   It looks like I can
parse to and from that number to your unique number quite easily.   Of 
course,  getting our BRCs to stop referring
to "CID 2060" rather than r02-60 will take some effort,  but we try and 
avoid cross references in the resolutions of
comments,   so the form of number used by the BRC to manage their internal 
activity should be transparent to you.
So Item 1 is neutral to positive for us.

Item 2 is neutral for us.  Now that you have kindly provided the download 
of the voters csv,  I can compare these
downloaded after each ballot.

Item 3 is also neutral.  I think you can already replace a document by 
deleting it (puts it into the pending state,
and then re-uploading).

Sorry you are having a difficult time.  I sent the email with the screen 
shots in the email.  Either Lotus Notes or the list-serv scrapped them out 
and made them gif.  Here is the email in a MS Word.doc  I am sure here are 
others having a difficult time.

What is the file format for the screen shots?
My machine (a MAC) can find no information in the file name or the file to 
decide what application it should try to use to open the attachments.
