Good point.
Having sat around board and board sub-committee actions in Piscataway for too many years, I believe it would proceed something like this:

  1. Some WG Chair on RevCom would propose to remove someone or some
     number of people for habitual non-response.
  2. There would be a painful extended discussion at RevCom on lack of
     crisp criteria for doing so.
  3. The discussion would extend to the fact that there is no procedure
     for removal, whether such removal would be immediate or whether
     there would be a personalized "warning" first and how long such a
     removal would last. That is, does removal disqualify someone from
     immediately re-applying to be a member of the balloting pool?
  4. There would be a motion to cast whomever out which would be a
     split decision but perhaps pass.
  5. There would be a unanimous motion to refer the issue to ProCom for
     more procedures.
  6. The motion in #4 would be removed from the consent agenda at the SASB
  7. The SASB would go into executive session because personalities are
     involved
  8. The SASB motion in executive session would go in the direction of
     no action for lack of precedent and procedural foundation.
  9. A ProCom ad-hoc would be set up and it would take a year (at
     least) for the issues in #3 to be resolved.
 10. Criteria and procedures would cut in with a new set of P&P a year
     or two after the first time someone actually tried to invoke the
     clause.

This has been a long time coming; there have been many occasions when I
would have found that rule useful in the past. However, as far as I can
tell, this isn't backed up by any statement of how one would go about
invoking the rule, which basically seems to render it a no-op. Do you have
any information on what was intended here?
