[802SEC] Proposed Meeting Manager Responsibilities Clause for LMSC OM

Hello All,

I have a proposed an additional Clause to the LMSC OM that would describe the responsibilities of the "Meeting Manager"  and the removal of the description of the Meeting Manager from the Chair's Guidelines in doc:802 EC-12/0026r0.

The intent is to polish this text prior to the Sunday Rules Meeting for preparation to be included with the other changes we will be making to the P&P, OM and Chairs Guidelines.
