Each PAR should stand on own.
The way you know it is noncontroversal is by vote.

We came up with the following –

 

If a WG Chair has two or more PARs for approval, and these PARs are considered to be non-controversial as evident by a WG vote that has zero “NO” votes, one single motion could be used to approve these PARs for a given WG.  If an EC member had an issue with a grouping, then a modification of the agenda would be necessary.
