Would the suggested change from Roger be better with "while" change to "" or "and"?

Current phrase "strongly support the Commission’s proposal to remove these bands from the list of restricted bands while allowing unlicensed use."
Suggested Phrase 1. "strongly support the Commission’s proposal to remove these bands from the list of restricted bands allowing unlicensed use."
or Suggestion Phrase 2. "strongly support the Commission’s proposal to remove these bands from the list of restricted bands and allow unlicensed use."

I would like to announce the start of an EC motion on comments to the FCC NPRM (ET 18-21, FCC 18-17) on a plan to make the spectrum above 95 GHz (to 3 THz) more readily accessible for new innovative services and technologies, a.k.a. Spectrum Horizons.
 
Paul has delegated to me to conduct the EC electronic ballot on the motion below. The FCC filing deadline is 02 May 2018 so a 10 day ballot will work.
 
This EC motion is per 802 OM 7.2 Procedure for communication with government bodies.
 
Motion: Move to approve the comments in https://mentor.ieee.org/802.18/dcn/18/18-18-0039-02-0000-ieee-802-comments-fcc-et-18-21-spectrum-horizons-to-3-thz.docx; to FCC’s NPRM on Spectrum Horizons (FCC ET Docket No. 18-21). With the chair of 802.18 to have editorial privileges and for submission to the FCC by 02 May 2018.
