[802SEC] Proposed updates to the Chair's Guidelines

I have posted a proposed update to the Chair's Guidelines. It can be found at:

It is proposed to become the version 31.
There is a reorganization of the guidelines versus decisions, as outlined in:

Plus a new proposed IEEE 802 LAN/MAN Standards Committee mission and purpose statement.
