[802SEC] Clause 12 report for IEEE P802.3db 100 Gb/s, 200 Gb/s, and 400 Gb/s Short Reach Fiber



Dear IEEE 802 EC members,

At the 1 February 2022 IEEE 802 teleconference meeting, conditional approval was granted to forward IEEE P802.3db 100 Gb/s, 200 Gb/s, and 400 Gb/s Short Reach Fiber to Standards Association ballot. Details are provided in the attached report, but in summary the response to the IEEE 802 LMSC Operations Manual Clause 12 'Procedure for conditional approval to forward a draft standard' items are as follows:

a) The recirculation balloting is complete. The
   second recirculation ballot occurred generally in
   accordance to the plan presented.

b) The approval rate is 97%, and two comments were
   submitted during the last recirculation ballot. One
   was an 'ER' which was withdrawn, the other was an 'E' 
   which was rejected.

c) No technical changes have been made.

   The following editorial changes will be made to the draft

   Update the draft number to D3.0.
   Update the frontmatter text to state that the draft is for
   initial SA ballot.
   Add the Working Group membership list to the frontmatter.

d) There are no new valid DISAPPROVE votes or
   comments on new issues.

e) There is one new invalid DISAPPROVE vote. One voter cast
   a Disapprove without comment vote. We contacted the voter
   to confirm that this was his intention. He responded that
   he intended to submit comments and contributions against
   IEEE P802.3db draft D3.0 during initial Standards
   Association ballot. It seems that his area of concern
   with the draft was out of scope for comments during the
   second Working Group recirculation ballot.

f) Please see the attached for the date the ballot
   closed and the vote tally. Remaining unsatisfied negative
   comments, with responses, can be accessed at
   https://ieee802.org/3/db/comments/P802d3db_D2p1_unsatisfied_by_ID_011922.pdf.
   Please see item (e) for the rationale for ruling the new
   disapprove vote invalid.

Based on the above I will forward IEEE P802.3db to Standards Association ballot.
