Hello Bob: Unlike what was suggested, I believe the IEEE should make a ruling
on what we are attempting here, not the individual members. It was my understanding that the charter of the group is to
develop a standard power interface with lowest practical cost.
From my interpretation of what we are doing, this is about as far from
price-fixing as Mother Theresa is to corruption. Here’s my
recommendation: ·
Validate whether or not I have accurately characterized the
charter of the UPAMD with respect to its cost goals. The basis of this
goal, I understood, was to ensure that whatever standard was developed would
NOT have a negative financial impact on any potential adopter. Just review
the email reflector and you will see cost has ALWAYS been a factor in the discussions. ·
Have the IEEE attorneys review whether or not what is being suggested
is against the anti-trust laws and render an opinion and provide guidance.
Guidance should come from the IEEE, not a member. Gary – thank you for bringing up this potential
conflict. I emphasize potential, because it is not yet clear to me what

options request you sent out would be in violation of antitrust guidelines. I
would recommend that no one on this committee complete the requested form
without reviewing the antitrust guidelines. According to the guideline we
can discuss relative cost differential of certain options and even then we need
to be very careful. I have attached the IEEE
antitrust guidelines and suggest everyone in your sub team look it over very
carefully before having any discussion about cost. If any cost or price information
exchanges hands that does not meet these guidelines Dell will immediately

request for your input into an important criteria for the Power Subgroup. Attached, please see the 10/7/2010 meeting notes and the agenda
for the 10/21/2010 meeting. We need more participation as we decide the
requirements for valid voltage(s). We’ve looked at 5 options
described in the attached file. Please add your analysis of how each
option impacts cost, size, efficiency, etc. before the 10/21 meeting. So far, the group prefers a single voltage with a broad tolerance,
i.e. 21V +/- 3V. This broad range accounts for voltage changes with
different cable lengths, pin sizes, current drawn, etc. But can a single
voltage be efficiently used by products as different as cordless phones,
digital picture frames, laptops, printers and external storage devices?
Would it be more cost effective to require sinks to regulate input voltages
that may vary between 18V and 24V or to put the burden of voltage regulation on
the power adapter such that the voltage at the sink is always 21V?
Creating a power adapter that can change its output voltage adds complexity,
but may offer energy savings. These are the issues we would like you to
address in your analyses in the attached template. Your participation is important. At the next Power Subgroup
meeting, we will review your analyses and work towards a conclusion of the
ideal voltage requirements for this spec. From there, we will draft
voltage and power criteria to be voted upon. Then, we will look at issues
surrounding the remaining goals including power for communications, ability to
be both a sink and a source, power for both battery and non-battery devices,
