There is no IEEE publication with respect to P1823/UPAMD as it is still in draft form and not approved by the IEEE Standards Board.
The only generally available information is the status report on the website that I update as things change. My current hope is to get to working group ballot next week. I am still trying to get through the balloting process this year, but the end of the year seem to be closing in.
The draft is still a living document. As a member of the committee you have access to it but it not for publication in any manner.
I am doing my best to complete the project as quickly as possible.

Also, I need a simple recommendation from Bob, have you already a publically available document released from IEEE, I can quote in reference in the ITU-T standard for common/universal power supply/adapter follow that is extension of L.1000 for more device than mobile ? Even if the standard is not yet ready, maybe you have something released that gives public information on your work and that I can put in bibliography. I think it’s important to reference your work on the universal connector, as it was already presented by Bob in ITU-T.
