Ex Ante Paper

Folks, may find attached paper co-authored by John Kelly, Jedec president,
of interest.


It addresses ten points for approaching ex ante in standards setting:


   Voluntary rate disclosure


   WG's do not discuss licensing


   SDO members may consult on cost/technology trade-offs


   SDO can commission independent consultant to evaluate cost / technology
   trade-offs


   Can hold a license rate auction at start of standards development


   Patent holders have right to protest if pressured on rates


   Only applies to new standards


   No domination on standards technology selection


   SDO cannot preclude individual license discussions


   No discussion on product pricing
