ProCom Ad Hoc on Antitrust - update

I wanted to update you on the draft of updates to subclause 5.3.8 of the
IEEE-SA operations manual that I send out for comment last week - for more
information on this please see my original email in the PP-DIALOG e-mail

The comment period ended on Tuesday and we received a total of 20
comments. The ad hoc met both Wednesday and Thursday to respond to the
comments and update the draft, my thanks to the members of the ad hoc for
their time and contributions. I have attached the new draft as well as the
comment database with responses to each comment. I will present the draft
to ProCom at their meeting being held on Monday December 4th [
http://standards.ieee.org/board/pro/1206proagen.html ] for their
consideration as part of my report on this ad hoc.
We received comments asking that we reduce the content we propose to add
to the IEEE-SA operations manual. We also received comments stating that
some of what we proposed was better suited to be in a guide. We responded
to these comments, and a number of other comments requesting additional
content, by agreeing to consider these suggestion during the development
of a set of antitrust and competition law guidelines which the ad hoc is
also charter to develop.
These comments and suggestions will not be lost and will be used as input
in drafting the guidelines, apart from anything else the comment database
will be stored in the PP-DIALOG archive and be publically available as an
attachment to the e-mail. In addition, as I stated in my previous email,
we will provide a period to comment for these draft guidelines. The ad hoc
will at a minimum provide a status report in March to ProCom on the
progress developing these guidelines but hopes to actually have the draft
available at that time.
