Please see the definition of a Blanket Letter of Assurance in 6.1 of the SASB Bylaws (see https://standards.ieee.org/about/policies/bylaws/sect6-7.html). The SASB Bylaws are hierarchically superior to the SASB OpMan.

""Blanket Letter of Assurance" shall mean a Letter of Assurance that applies to all Essential Patent Claims for which a Submitter may currently or in the future (except as otherwise provided for in these Bylaws and in the IEEE-SA Standards Board Operations Manual) have the ability to license."

That addresses most of the duplicative text that exists in sentence 1 of 6.3.4 of the SASB OpMan. 

From 6.1 of the SASB Bylaws, please see also the definition of Letter of Assurance.

""Letter of Assurance" and "LOA" shall mean a document, including any attachments, stating the Submitter's position regarding ownership, enforcement, or licensing of Essential Patent Claims for a specifically referenced IEEE Standard, submitted in a form (PDF) acceptable to the IEEE-SA."

The red text in that definition addresses the duplicative text 'for a specific [Proposed] IEEE Standard'.

So, the proposed text deletion in 6.3.4 of the SASB OpMan is purely editorial clean-up of redundant text.

The proposed text addition in 6.3.4 of the SASB OpMan is to limit a Submitter's option of providing a Blanket LOA to only LOAs that offer licensing assurance. Proposed FAQ 28A indicates the text in the SASB Bylaws that discusses licensing assurance.

Is the intend to change a “positive” blanket LOA to apply to all of IEEE deliverables instead of being limited to a specific standard?

This deletion, also triggers the following question: Is the scope of 6.3.4 limited to Multiple Letters of Assurance and Blanket Letters of Assurance for the same standard/project?

 

Similarly, how is new FAQ 28A related to the “proposal and rational” of this contribution?
