Thank you for your contribution. As noted in the call for comments letter <https://grouper.ieee.org/groups/pp-dialog/call_for_comments/call_for_comments.pdf>, subclause 4.1.1.5 of the IEEE SA Standards Board Operations Manual addresses confidentiality statements and copyright notices <https://standards.ieee.org/about/policies/opman/sect4.html#4.1.1.5>. This subclause says that 'The IEEE SA Standards Board and its committees operate in an open manner' and 'To that end, no material submitted to the IEEE SA Standards Board or its committees will be accepted or considered if it contains any statement that places any burden on the recipient(s) with respect to confidentiality or copyright. Any communication, including electronic mail, containing language with such restrictive wording will not be accepted or considered.'.
As a result, since your email contains a confidentiality statement, we are unable to accept or consider this contribution. Please could you resend your contribution attached to an email that does not contain a confidentiality statement.
