Background:

On April 4, 2002 a group of electric transit industry representatives interested in forming a sub-committee to establish dc Traction Power Substation Standards met in New York City.  This core group of over a dozen professionals in our industry consisted of representatives from broad areas in our industry - agencies, consultants, and vendors/manufacturers/suppliers. The consensus was to form working groups whose goals are to improve, supplement, and create dc Substation Standards that the Subcommittee feels would be helpful to the Electric Transit and Rail industry. As a result, the IEEE VTS Rail Transportation Standards Committee created this sub-committee to explore the needs of the industry and develop any needed standards, in this regard.

Traction Power Systems Standards Sub-committee is on the 14th year of operation since it was formed in 2002. We are working on developing new standards, recommended practices, and guides; coordinating with other organizations such as APTA and AREMA and within IEEE; providing up to date information on professional activities of interest to rail and transit industry; and soliciting recommendations, ideas and suggestions that would improve the industry practices.

 

Currently, the Sub-committee meets at regular intervals during the year at various transit properties in United States and Canada. The subcommittees consist of transit and rail industry leaders in public and private sectors dedicated to writing national consensus standards, recommended practices, and guides which will govern manufacturing, supply, installation, testing, commissioning, and operation of traction power substation equipment.

The Sub-Committee has ten Working Groups (WG) and three Task Forces (TF). WGs already published two standards and a guide . Three WG are in the final stages of publishing their recommended practices and guides. Two WG recently had their PAR approved. An additional two WG are assisting the Power & Energy Society to update Standards that impact Traction Power Applications. The three TFs are exploring the need to evolve into WGs and prepare PAR. PAR stands for Project Authorization Request. It is the means by which standards projects are started within the IEEE-SA. PARs define the scope and purpose for the new project.
