RE: IEEE 1788 policies and procedures document up for official vote

I checked on Google, the latest edition of the Robert's rules of order
book
http://www.amazon.com/Websters-World-Roberts-Rules-Order/dp/0028627490
has a discussion (although probably not a solution) to these issues.

I browsed through the pages, they mostly list problems with online
meetings but they seem to offer some advise as well.

Maybe one of the officers can look into it and see what we can apply --
otherwise we may be reinventing the wheel?

I know it is sometimes confusing. In our university's Faculty Senate
meetings, we have a parliamentarian whose only tasks is to make sure
that everything follows Robert's rules, and every month his help is
needed -- and we are not even meeting online :-)

I have not
figured out yet what is the on-line, asynchronous adaptation of amending
a
motion, voting on the amendment, and then voting on the amended motion.
