Dear George,
Right now, my vote is "no" for the following concern:
The P&P currently "recommends" Robert's Rules for the parliamentary
procedure. It seems a stronger commitment to these rules (or to some
alternative) is necessary so that everyone can have a clear understanding of
how the business of the working group will take place.
Right now, I don't have a clear understanding from the P&P what is the
procedure that needs to be followed to discuss issues, or what is the order
and/or timeframe allotted for each issue, etc.
Clarification of this concern in the P&P would change my vote from "no" to
"yes."
Sincerely,
Nate Hayes
Corliss responded (in part):
Received and recorded. I understand your concern. For example, I have not
figured out yet what is the on-line, asynchronous adaptation of amending a
motion, voting on the amendment, and then voting on the amended motion.
Eventually, (nearly) all our votes will be public, rather than the private
voting for officers and P&P. In a public vote, you would post your concerns
for everyone to see. Presumably, other voters might read your concerns and
vote "No" also.
As this vote is private and you sent your concerns only to me, I must ask
what you would have me do with your message?
We have a couple other concerns that have found their way to the officers.
It appears that the P&P proposal probably will pass, but all raised concerns
should be brought forward for open discussion.
The intent is that when the P&P voting is over, than all raised issues will
be floated, perhaps individually for discussion and perhaps for votes to
amend the P&P.
That illustrates the problem with the Roberts Rules model, doesn't it? We
can't stop voting in the middle, amend, and resume voting. Hence, we vote.
If it fails, we re-formulate and re-vote. If it passes, THEN we vote on
amendments. Presumably, at some later point, we'll have to vote on the
amended version. What if there are more amendments then? Etc.
George
