I vote YES. (Sorry for the wait, but it had been too long since I read
the proposal in detail, so I wanted to read it again.)

P.S. Minor point: In MidRad representation, the radius may be
coarser, but must cover the same range as the midpoint.
So if the midpoint uses Binary64, the radius cannot use
Binary32, but it could use a truncated Binary64. (This
issue does not arise with IBM Hex FP, where float is in
fact just a truncated double.)
I suppose there could be a RelativeMidRad format...
