I vote NO because:

I do not like the idea of providing "operational definitions" for
interval arithmetic. I would rather have "semantic definitions" as
already advocated by Prof. Neumaier. If we provide such kind of
definition for arithmetic operations, we should be bound to do the same
for all operations supported by the standard (which ones, BTW?), which,
IMHO, would greatly augment the complexity of the document.
