I have come to understand that my understanding of out Policies and
Procedures on voting has been wrong. I had confused voting on wording of
the standard itself with voting on position papers as we are doing now. I
believe the correct reading of the P&P for our current motions is that a
quorum is 1/2 the Voting Members (currently 72 Voting Members). To pass a
motion requires a simple majority of those voting. Hence, the requirements
for passing a motion are considerably lower than what I have been
broadcasting and what I had told Baker he should state in the announcements
of voting. If anyone's reading of the P&P differs, please let Baker of me
know.

I am TERRIBLY SORRY for my miss-interpretation. So far, it has not affected
any of the votes we have taken, since all passed motions have been by more
than 2/3 of Voting Members.

No matter what the rules, I URGE YOU TO VOTE on the motions currently
pending.
