First draft standard text

P1788

On 29th November I sent, to the P1788 officers, a first draft of text 
of the standard, roughly as far as our motions have taken it. I asked 
for their comments. These were not too unfavourable, so I think it is 
worth circulating the same version to the whole P1788 group, which I do hereby.

Your comments please on any aspect of the text that you feel relevant:
- Content, and agreement (or not) with substance of motions that have passed.
- Style and presentation.
- Order of material, and its numbering into clauses (a clause is a 
LaTeX \section, as I have done it).

There are several empty clauses, to be written in due course. Please 
suggest others that are obviously needed (an example is reverse-mode 
elementary functions as in Vienna proposal), and where you think they 
should go.

A few hours after I sent this draft to the officers, I was burgled 
and my laptop stolen, and I have no recent backup so must recreate 
the source text from the PDF. This will take me a couple of weeks -- 
one reason for not updating the draft before sending it to the whole group.
