Motion 14.02: A procedural note

Motion 14.02 is listed as "discussing until June 29." However,
that discussion led to a discussion of implicit versus explicit
formats and consequently to Motion 19. Motion 14.02 will
possibly be revised according to the outcome of Motion 19
voting. Therefore, Motion 14.02 is still in limbo.
