I vote No on Motion 19

Explanation: I like mid-rad representation, but it looks like Motion 19 contradicts Motion 16; this is what Arnold claims, and Dan seems to agree with this. If we vote for Motion 19 without explicitly changing Motion 16, we will end up with an inconsistent set of approved motions.
