[P-1788] IEEE copyright policy
P-1788,
At the MSC teleconference today, Nathalie and I asked the
question of copyrights and motions. Here is the answer:
1. IEEE does not own the copyright of motions, etc. that
are submitted during the process, but has a license
to use it in the standard.
2. The final standard itself is copyrighted by the IEEE, and
may not be distributed without permission.
3. We should not say that "something will appear in the standard"
before the standard actually appears.
