	Nate,

	You are quite correct.

	I glanced at version 3 & did not read beyond the first page.

	Yes, this removes much of my argument against this motion.

	I must admit that if our final document contained EXACTLY
	those words, "system shall provide", I would not be greatly
	vexed.

	However, I think I will let my vote stand for now.

	Thank you for pointing this out.  Others should be guided
	by this.
