It is.
It has always been true that members of the MSC must also
be members of the IEEE-SA. For our purposes that applies
to you & me & Nathalie only.
The new rules apply to the ballot committee, i.e. those who
will vote on the final document to be submitted to the SA.
And the question is: can we get everyone to vote as "outside
experts"?
I am less clear on that. As a practical matter, I can't see
the SA excluding everyone just because they are not members
of the IEEE-SA. But I'm not privy to current events there
so I don't really know.

There is no need for everyone to know the date of the
MSC meeting. Only you & I & Nathalie attend anyway.
Still, we will meet the new guy & see Bob hand off
his chairmanship. It should be interesting. - Dan
