We are preparing a standard, which should (and will) be progressive.
As a standard P1788 has to fix or prescribe the rules for One flavor of intervals
and NOT open up new alternatives.

I completely agree with the statement that we must not build a standard with alternatives.

My opinion is that modal interval should be be introduced as an optional recommended extension of intervals defined
by motion 3.

Thus the job is already done.

Thus one only add a paragraph on the behavior of improper modal intervals.

My second concern is the time.
Those who favor modal arithmetic, may argue that 2 flavors are better
I do not think we can manage to include this second flavor in our remaining time. BTW nobody has shown up to do the job of a technical editor for modal arithmetic.

The key issue, however, is not HOW we include Kaucher arithmetic but IF.
That should be clear before ways of inclusion are discussed.

Hence, if there will be a decision to include Kaucher intervals, I will vote for flavors. I, indeed, think P1788 in its first version shall be for set-based intervals (motion 3) only.
