Re: Motions 36 and 38



P-1788:

I am presently in an awkward situation procedurally.  In particular,
re-reading Motion 36 (something I should have already done),
I see:

"4. The P1788 group asks the Modal Subgroup to appoint from its members a
Modal Editorial Team, which shall be responsible for specifying a modal
flavor, and writing a corresponding modal part of the standard text."

Doesn't this mean the ENTIRE and FINAL standards text should be
produced by the modal group, then considered by P-1788 as a whole
(subsequent perhaps to review by some volunteers), while the
technical editors craft the set-based flavor?  If so, do we
consider Motion 38 as actual standards text, in which case
we perhaps should vote with a 2/3 majority and required explanations
of "no" votes?  Suggestions and any help from the
proposer / seconder of Motion 38 would be welcome.
