Let's refocus Re: P1788: PLEASE VOTE: Motion P1788/M0039.01:IntroductoryText -- voting period begins



George, P-1788,

Thank you.  I apologize to the extent I may have been
remiss in maintaining order in this regard.

Actually, we currently have four motions actively on the
agenda:

   1. Motion 39: The vote you have pointed out;

   2. Motion 42: The decoration system;

   3. Motion 41: Clause 2 (a non-normative description of the motivation underlying
      the normative part of the standards text);

   4. Motion 40: 1.7 and 1.8 (Programming environments and language considerations).

Note that all of these items (including the three items under discussion)
are for actual text.  The following action is needed from each of you:

*  If you have not voted on motion 39, please do so, and supply the required
   description of modifications if you vote "no".

*  Keep in mind that the three motions under current discussion deal with
   actual document text, but, excepting the Motion 42:decorations,
   they are introductory, not pinning down
   all details.  Any postings should be focused on exactly how the text in
   the motion should be reworded to result in at least 2/3 of the working group
   voting "yes".  The postings will need to be thoroughly read and digested
   to result in appropriate modifications to the text, and wide-ranging
   philosophical or technical discussions only tangentially related to the motions
   make this more difficult.  We have already had four years to consider
   general implications.

*  Along these lines, if a posting is warranted, it may help to put the
   motion number and name or description on the "Subject:" line
   (e.g. "Motion 40:1.7, 1.8 -- programming environments and languages").

*  The exception is the motion on decorations, where additional
   underlying discussion may be appropriate.  Indeed,
   this has been happening.  However,  where is it leading?  How should
   the officers digest and act upon it?  Can the participants
   in this discussion care to summarize it (i.e. agree on a summary)?

The discussion period for this motion has ended, and
voting herewith commences.  Voting will continue until
after Sunday, December 23, 2012.
Voting on this motion will proceed according to the
RULES FOR STANDARD TEXT.  That is,

1. a 2/3 majority is necessary for the motion to pass,

2. any NO votes MUST be accompanied by an explanation of and
  a corresponding commitment to the changes would cause
  the voter to change the "NO" vote to "YES".

The motion cannot be changed during voting.

I attach the motion, with the friendly amendments and corrections
John posted on November 30.


Juergen:  Please post the updated motion and  update the web page
         to indicate that voting has begun.  (Also, the motion
         is internally labeled as 6.1, while it is presently
         entitled 5-2 on the web page.)
