Help with interpretation of Motion 9

While John and I have been reviewing the motions, we are having trouble
understanding exactly what was decided when Motion 9 was passed.
In particular, the motion itself appears to be empty, and
the position paper describes various things but does not
say precisely what things "shall" be included in the
standard.

Can someone please clarify or submit a clarifying motion?
