During the sponsor ballot, there is a distinction between substantial
and minor editorial changes.  Although I have not been through an
IEEE Sponsor Ballot before, my understanding from the guidelines and
instructions is that a distinction is made between substantial and
minor editorial changes, and minor editorial changes do not necessarily
require an additional sponsor ballot.

By the way, in my own refereeing and editorial work, I used to be
rather picky about minor English phrasing.  However, after
researching various constructs I thought to be non-idiomatic
or incorrect, I have found them to be either permissible alternative
constructs or controversial among grammarians.  I've found the
English language to be amazingly permissive.  Now, with the
exception of one or two recurring questionable constructs
(mostly dealing with the use of verb infinitives), I accept
much more, only marking things if I myself have trouble understanding
them, or if it is abundantly clear it is a distracting construct
from a non-English speaker.

That said, I hope our final document will be totally unambiguous
and easy to read for a maximal number of people.  The purpose of
our style corrections should be to achieve those goals.
