P1788: Action on Sponsor Ballot comments

I have put a draft, that responds to most but not all comments in the sponsor ballot, in our SVN repository as revision 428. There are a few issues that still need to be resolved between the members of the "ballot resolution committee" before the IEEE Revision Committee (REVCOM) meeting that will hopefully consider it on 30th Jan. If anyone who doesn't have access to the SVN is desperate to see the text in its present form, let me know.
On behalf of the P1788 officers I thank the members who have given much time to carefully scrutinising the text, especially Hossam Fahmy, Vincent Lefevre and Michel Hack.
