Any proposal for the addition of a new flavour or the addition of any feature, must be done by a new working group.
*I don't think so Natalie. IEEE 1788 is the group that defines the
standard. We must have the right and use the opportunity to correct a
misprint or mistake.**
That is true: there is a process for correcting errors.
Also, the working group to process a new flavor may be,
but does not need to be,
1788 (but correct me if I am wrong); an example of this is
1788.1. An example of where separate working groups were formed
for related standards is for 1722 and 1722.1 However, there is a formal
process for submitting any but typographical corrections
(such a process is submission of a revision PAR), and a PAR
needs to be submitted for any new document, such as a new flavor.
Processing of 1788.1 needs to remain within the scope of its PAR,
unless a modification of the PAR is submitted and approved.
As another example, there are various small things that are not clear
in 754, and these are all being FORMALLY processed for the 2018
revision; that working group is leaving major changes to a subsequent
revision.
