Overall, I’m OK with your comments. Please see my responses below:
1) I agree that the world “shall" is too strong. I will change “shall" to “should".
2) I agree. I will take into account the UHR non-AP STA that disabled NPCA when revising the SP text.

Thanks for setup this email thread. I generally fine with this direction, but with below comments.
 
1)       The word “shall” is too strong, it disallow other potential implementation choice. Change “shall” to “should” is better.
2)       The UHR non-AP STA that disable NPCA should also be included in the SP.
