Ballot Group Formation

Based on problems with forming balloting groups, conflicts with IEEE-SA
memberships, etc., I'd like to propose the following to IEEE Balloting service.
Any comments:

IEEE 802 Ballot Pool Formation

1) All members of the IEEE 802 Balloting Pool are verified once each year (say
in April after the renewals have been completed) that they are both IEEE
members and IEEE-SA members. If they are not IEEE-SA members, then a letter is
sent to them that they will be removed from the IEEE 802 balloting pools if
they do not become IEEE-SA members. They are given one month to register and if
they have not registered are removed from the ballot pool.

2) After 1), all IEEE 802 Balloting Pool members will be IEEE-SA members. So
the Balloting Group invitation letter does not need to confirm their IEEE-SA
membership and we will not have the confusion of individuals who erroneously
think they are members and feel they are on the balloting group.

3) To join a Balloting Pool, the individual must first join the IEEE-SA and
then request to join the appropriate Balloting Pools by sending an EMAIL to the
balloting service.

4) Exceptions can be made before the balloting group is officially formed, but
these exceptions must already be IEEE-SA members, and approved by the WG chair.
