[802SEC] resolved LMSC P&P change on WG financial ops

All,

Attached is the final version of the proposed LMSC P&P change on WG
financial ops that I will present for approval on Friday.  It differs
from the last version on only one place.  "Shall" has been changed to
"should" is two place in the second paragraph of Section 6.2.2.
