Disapprove.

My copy of the Word file is punctuated by many occurrences of
"Error! Reference source not found" where cross references fail
to resolve. I don't see how I can be expected to vote on a document where
it is not possible for me to determine what supporting material is being
invoked by cross refs in the text.
