On December 6, 2006, the IEEE-SA Standards Board approved the new Operations Manual and LOA form.  These documents will go into effect concurrently with the BoG approved Bylaws -- 30 April 2007.  The three final documents are:

On December 2, 2006, the IEEE-SA Board of Governors approved changes to the IEEE-SA Patent Policy.  In order to allow for the receipt of a Business Review Letter from the US Dept. of Justice and to allow for the development of educational material, the BoG set the effective date of the policy to be April 30, 2007.

As a part of this approval, a few changes were made to the SASB approved bylaws based upon the comments received during SASB balloting.  These are incorporated in the BoG approved Bylaws below:

As a part of the SASB Ballot, several changes were suggested to the Ops Man and LOA form.  These will be consider by PatCom at the December meeting.  The output of PatCom may be a recommendation to the SASB to adopt these changes.

The following documents are the output of the September 12, 2006 PatCom meeting.  These documents are redlines against the V12 documents (what PatCom started with.)  Also attached is the comment resolution report containing the actions taken at the meeting.

Following a two week review period, the following comments were received from the Patent Committee and others on the version 12 documents immediately below.  Approximately 60 of the 143 comments were classified as editorial in nature.  The rest were classified as substantive.  PatCom will review these comments at its meeting on September 12th and decide on the final wording for submission to the Standards Board.

One hundred five (105) comments were received from the Extended Drafting Committee on the documents in the section immediately below.  The Core Drafting Committee has considered all these comments in over 15 hours of conference calls and the following documents are the result of that comment resolution process.  (Note that the contents of the former "Definitions" document have now been embedded within the Bylaws document for clarity.)  The redline versions of these documents are against the documents reviewed by the Extended Drafting Committee contained in the section immediately below.

All comments concerning the above drafts must be entered using the PatCom Commenting Tool and must include document names, section numbers, page numbers and line numbers from the REDLINE versions of the above documents.  These documents will be reviewed at the September PatCom MeetingOnly those comments duly recorded in the PatCom Commenting Tool and submitted as described below will be discussed there.  The deadline for submission of comments is 5PM EDT September 1, 2006.  Your output from the commenting tool shall be e-mailed to David Law (David_Law@3com.com).

The following documents are comparisons with previous or existing versions of the documents.  Some formatting and rearranging has been done to provide usable comparison of substantive parts of the documents.  For example, comparing the current bylaws document with the definition of terms included against an older version or the existing version of the bylaws without those terms included results in a largely useless comparison.

The following documents are the work of the core drafting committee after the June PatCom meeting.  They are intended to address all the issues, concerns, suggestions and ideas expressed to the Patent Committee at that meeting.  These documents are for review by the extended drafting committee.  Deadline for comments is July 21, 2006 at 5 PM EASTERN time.

The following are the output documents from the June 2006 Patent Committee.  These documents are not ready for commenting.  Additional work needs to be done by the Drafting Committee.
