Thanks for the reply + links. I could download the comment list dated 14/11/2013. Somehow, my navigator (IE8) showed the previous set of comments: maybe a transient cache problem ? Anyway, that is resolved now.

Thanks for the update and 2nd Draft which I am now in the process of reading.
One question strikes me when looking at the comments list: is it so that the 2 lists provided are just a summary of the received comments, sorted in 2 different ways, on the date of 23/09/2013, i.e. BEFORE the PATCOM had even started reviewing them ? If so, it would be appreciated to have the latest updated list of comments with the resolution decided by the PATCOM to produce the 2nd Draft. It would at least assist reviewers to know whether the PATCOM has taken their comments into account or not (and eventually reasons thereof), and whether the comments were understood as meant or maybe misunderstood.
Or is it the intention to update this comment resolution during/after the meeting on 9/12, or even when considering a 3rd version ?
Please could you indicate how the PATCOM normally handles comments regarding a piece of text.

The second draft of the Ad Hoc's recommendation for the IEEE-SA Standards Board Bylaws in the areas that the Ad Hoc has been examining is now available for comment and can be accessed at <http://grouper.ieee.org/groups/pp-dialog/drafts_comments/index.html>. The comment period will open today, and will close at 23:59 UTC on 20 December 2013. As you will observe, the comment period overlaps the IEEE-SA Standards Board PatCom meeting. The draft will be discussed at this meeting, and the discussion may assist reviewers in framing their comments.
Please ensure your comments are with respect to either the comment dispositions <http://grouper.ieee.org/groups/pp-dialog/drafts_comments/PatCom_sort_by_commentID_141113.pdf> or the 'clean' version of the current draft <http://grouper.ieee.org/groups/pp-dialog/drafts_comments/SBBylaws_191113.pdf>. The redline versions are provided for your reference to assist in your review. Please also clearly note your concern and the change in text that would address the concern.
The PatCom comment entry spreadsheet must be used for the submission of comments <http://grouper.ieee.org/groups/pp-dialog/comment-tool/index.html>. Use of the spreadsheet is required in order for your comments to be considered in a systematic manner. For this reason, edited copies of the documents will not be considered. One request in respect to comments, for line and page numbers please insert the starting line number or page number of the text being referenced. Please do not use the format '4-5' for line or page numbers. If you wish to reference a span of lines or pages, that text can be in the comment itself.
