I noticed a (potentially major) discrepancy on the due dates for comments. The IEEE web page states that comments are due at 20-Dec-2013 23:59 UCT, which for folks on the west coast like me is 3:59 pm. HOWEVER, the excel spreadsheet for submitting comments notes that review closes at “20-Dec-2013 23:59 AOE.” The “AOE” designation means “Anywhere on Earth” which means Intel as a west coast company could appropriately submit comments up until 11:59 PM pacific time, and conceivably until 21-December-2013 11:59 UCT, since there is a 12 hour differential between UCT and the international date line.
Can you please clarify for me, and for the rest of the potential commenters, which is the correct deadline we should be marching toward?

The second draft of the Ad Hoc's recommendation for the IEEE-SA Standards Board Bylaws in the areas that the Ad Hoc has been examining is now available for comment and can be accessed at <http://grouper.ieee.org/groups/pp-dialog/drafts_comments/index.html>.
The comment period will open today, and will close at 23:59 UTC on 20 December 2013. As you will observe, the comment period overlaps the IEEE-SA Standards Board PatCom meeting. The draft will be discussed at this meeting, and the discussion may assist reviewers
in framing their comments.
